At the Jefferson County Fourth Street Health Center (JCFSHC), we believe that people without insurance deserve quality, compassionate healthcare, regardless of their ability to pay. As a 501(c)(3) volunteer- based health center located at the corner of Fourth and Ross streets in downtown Steubenville, JCFSHC provides free health care for residents of Jefferson County who are uninsured and who have chronic health issues. Patients who are eligible can access a wide range of healthcare services, such as:
- Blood Pressure screenings
- Blood Glucose screenings
- Urine Tests
- HBa1c tests
- Pelvic Exams
- Pap tests*
- Mammograms*
- Removal of lesions and moles
- Patient education classes
- Blood Pressure and INR clinic

In addition, our center offers a Prescription Assistance Program. Patients who qualify can purchase medication for a nominal fee or they can apply for free medications from pharmaceutical companies.
Eligibility
- Be a resident of Jefferson County
- Between the ages of 18-64
- Have no form of health insurance
- Meet Federal Poverty Guidelines established by the U.S. Department of Health and Human Services
- Show an Ohio picture ID
- Provide proof of income or no income
